Responsible for: Water Network commissions in the South West of England

Job Description

Reporting to the Water Director, the Regional Manager will identify and develop business opportunities and ensure the successful and profitable delivery of Water Network commissions in the South West of England.

Main duties and responsibilities will include:
• Regional responsibility for operational and commercial performance of Water Network commissions in the South West of England
• Management reporting and resolution of commercial issues
• Budgeting and forecasting
• Bidding, pricing and costing
• Client correspondence, writing proposals and SLAs
• Assisting with the development of the delivery strategy, planning and implementation
• Supply chain management
• Responsibility for the effective flow of information between team members and participants in delivery activities
• Contract management of commissions from signing to closure, including: -
- Management of Contract Variations
- Management of Sub-Contractors
- Participation in contract claims & dispute settlement
- Involvement in contract negotiation and contract signing with clients
- Involvement in interpreting contractual obligations & rights and evaluation of technical/financial problems for management reporting
- Applying innovative control methods that consistently delivering bottom line savings.
- Contract Administration (Main Contracts and Sub-Contracts)
- Verifying Sub-Contractors Payments/Claims
• Recruitment, management, retention and development of appropriate human resources sufficient to fulfil the requirements of the commissions
• The management of human resources includes maximising the utilisation of personnel, carrying out performance appraisals, making recommendations for salary reviews and, where necessary, implementation of Company’s disciplinary procedure
• Financial management of the commissions. This includes the optimisation of cost and the effective and efficient use of all resources
• Delegated responsibility for the attainment of financial performance targets agreed with the Water Director
• Responsibility for the attainment of any targets, milestones and performance indicators associated with the commissions
• Continuous liaison with the clients to understand their needs and seek reliable feedback on our performance
• Provide performance reports to the Water Director and inform the Water Director immediately of any matter or risk that may adversely affect the financial, operational, statutory, regulatory or contractual performance of the commissions
• Arrange for all staff deployed to the commissions to have statutory, regulatory, health & safety, quality management, environmental management and technical training appropriate for their duties and responsibilities
• Provide technical support and assistance to the Region’s personnel
• To continually strive to identify improvements and efficiencies for the benefit of the commissions
• Manage the implementation of all improvement, corrective action and preventive action initiatives
Carry out any other reasonable request made by the Water Director

Person Specification

Qualifications and Professional Memberships required:

• Full UK driving licence (Essential)
• Educated to degree level in a relevant discipline (Desirable)
• Management qualification (Desirable)

Technical Competencies (Experience & Knowledge required:

• Successful track record in managing sophisticated service delivery agreements, in the UK Water Utilities sector (Essential)
• Comprehensive knowledge of leakage management in UK Water Utilities (Essential)
• Demonstrable fiscal success (Essential)
• Business development success (Essential)
• Intermediate user of the Microsoft Office suite of applications (Essential)
• Excellent collaboration, negotiation and presentation skills (Essential)
• Proven leadership and management success (Essential)
• Successful track record in delivering compliance with externally accredited management systems (Essential)
• Evidence of professional development of team members (Desirable)
